The Civil code in Italy states

absolute ownership, transfer of ownership is only by written contract.

During this process a Notaio is appointed.
The Notaio who is an impartial Government representative, makes sure that
all documents comply with state regulations and that the buyer knows everything
about the property.
The Notaio transfers and registers all contracts and titles to appropriate
registry offices ensuring deeds of ownership are absolute and in the buyers
name.
The Notaio also collects the taxes and duty due on the property on settlement
date.
During this process Franco along with the Notaio will ensure that all documentation
is in order to proceed with the sale and that the buyer is protected at
all times.
